Anders gripped the glove and felt it slip a fraction of an inch, but then she found her balance and pulled herself up with the other hand. "Sir, I apologize deeply for that. I wasn't looking." She shook her head to clear it, "Do you have an appointment with the general?"

As the glove slipped down a bit, several purplish shadows rushed out, and started bouncing about the walls and ceilings until they found a way out. Then they escaped out the window.
Nis quickly fixed his glove, and made sure his hood was up all the way, his longcoat was on enough, and his pants were on so that no part of him was showing. He even made sure his facemask was on tight enough.
"I really should get this glove tightened..." Nis murmured to himself. "No worries... and yes, I do have an appointment."
Nis took out his cell and checked the time... 1 o'clock.
"It appears I made it right on time."
Then an awkward silence sunk its way into the room... probably because of what they just saw...

Anders eyed the man carefully, now that she had regained her composure. His hood was an obvious give-away to her as a personal bodyguard. "Of course, sir." She stated lightly, moving back to her desk and and sitting down, pretending to thumb through an activity log while her other hand reached for her pistol, just in case.
"Name?"

"Dr. Kek Nis, madam." He said this as he flashed his ID. "I'm here to present data on our findings down in the research and developments lab."
He has made an appointment earlier in the week to present his information on his new magic weapons development, hes done so several times with the General in the past. Only this time the General seemed too busy to come out to see it in action, so they both agreed to meet in his office.
General Winter has somewhat of an idea on what Dr. Nis actually is... some humanoid creature made with some magic and scientific stuff 3000 years ago in the past. All what matters is that hes not working against the general. This is probably a first for Lt. Anders though... knowing how shes reaching for her pistol and all. Perhaps he should give a little hint that he knows...
"Nice pistol... what model is it, if I may ask?"

Anders paused, her stony expression cracking slightly and reddening with embarrassment. "Vix mk III. Doctor. I apologize, it's been a rough day and I didn't recognize you." She indicated the nearby door that lead to Winter's office. "The General will see you, now."

"Thank you, and I hope your day lightens up."
Nis stepped through to Winter's Office, noticing a rather irritated expression on the General's face.
"Everything alright General?" Nis said as he took a seat and opened up his suitcase. He took out some paperwork and then a tablet just a little bit thicker than the paper he took out. Almost like an ipad, but better. "Whenever your ready General."

Donovan stared coolly at the doctor for a moment before carefully setting the piece of paper he was holding to the side and nodding once to the man. "Proceed, doctor." And here his eyes sparked with the slightest of interest, curious to see what the man had developed.

"You've heard of our Newest Magic Weapons Project, right? We finally finished it. I don't mean to brag but, these weapons seem to be at the top of its class sir."
Nis handed the tablet to General Winter, having yet to play the video.
"Now, in this video you'll find lab results on what most of these weapons actually do to the human body. You also agreed to send us several of your prisoners of war to us that were... not answering their questionaires properly."
Nis, pressed on a button on his remote, and the video played.
"Now, I understand how soldiers have the need to reload their weapons when out of ammo... well that few seconds of reloading may very well cost them their lives. These new weapons don't necessarily need ammo. I have constructed a special generator that creates its own ammo. These are the effects of what this type of ammo does."
The video showed one of the prisoners getting shot by a pistol in the arm. Once it hit, the arm started to get eaten away at a rapid pace by a purplish black energy... soon the entire body was devoured. The video stopped.
"Now thats only a single shot pistol... imagine getting hit by a rapid fire weapon. Now thats setting 2, setting 1 is much different."
The video played again, this time, when the second prisoner was shot, he started acting strange.... he began to shake uncontrollably.
"Hes experiencing his worst fear. This subsides after a few hours."
Then in the video, the timestamp changed to 5 hours later. The prisoner was back in his cell, then the voice of Dr. Nis spoke to him. "What did you see?"
The prisoner started making rude gestures and cussing at Dr. Nis. "Tell me or we'll do it again..."
Then the prisoner spoke, "I saw and felt it all... being burned alive. My worst fear has come true..." The prisoner started crying. Then the Video ended.
Considering that Winter is a battle hardened General, we can doubt this had any emotional effect on him.
"We even have grenades and smoke bombs that release this energy as well. Oh, and just in case an enemy decided to pick one of these weapons up, we have a special immunization shot to protect our soldiers from it that last for about 2 weeks. This way, our soldiers are safe, and they don't need to carry a needle until they go back to base to immunize again... we even have nukes. So don't be afraid to nuke a place even with your soldiers out in the feild. As long as their immunized, they'll be fine."
Dr. Nis shut the tablet off.
"Any questions?"

Donovan watched the video with impassive eyes, thoughts racing behind them. Where had they gotten prisoners? They weren't technically at war with Stamaria, not yet. And he hadn't authorized any prisoner captures. Had Button betrayed him here as well?
But no, he knew of several other culprits to blame for Stamarian prisoners. And here, Button's ruthless attitude served her well. She didn't take prisoners unless ordered too.
As the video ended, he was left with several prominent thoughts. Firstly, the weapon had potential. Secondly, he was utterly horrified by the terror aspect of it. A part of him was perfectly at ease using such a weapon, but the majority of his being rebelled against using it against anyone and anything.
He closed his eyes and sighed, "An impressive weapon, to be sure. Doctor. I'm sure the experimental weapons division would love to get a crack at it."

"Indeed. If they ever ask, I've setup some samples ready to be shipped on cue." Nis replied. "Dealing with the creation of such weapons is more or less a puzzle with peices that could fit in different places... as well as peices that dont seem to fit anywhere at all, so I'm sure they'll have lots of fun playing these."
Nis sighed a heavy sigh, with a hint of irritation. "This weapon's base material has much more capability than this. I'd be working on it much more in the near future... Sadly though, I have a family emergency to attend to. I have some paperwork for this on file in case you needed to take a look at it. With that said, my presentation is done. If you wish to have a look at these weapons, some of my subordinates at the lab will be there to help you."

Donovan eyed the doctor icily. "Yes, I am aware of your . . . contract. Very well, go." In reality, he was quite relieved. The weapon, while intriguing, was not something he wished to use. With the doctor gone, he could blackbox the weapon except for the experimental tech division, which could develop a defense against it, in case the doctor ever tried to sell the technology to an enemy of Valtheran and Aube.
